This is the singular document which establishes a nation.
The Declaration of Independence performs as it states, declares independence which at the time applied to the States individually.
The Articles of Confederation was a 'confederation' of individual States not a nation. This can be seen in the '1783 Treaty of Peace' as declared in Article One where each State is individually identified and declared as Free, Independent and Sovereign.
It wasn't until the Constitution of the United States was ratified that a nation with an actual general government existed. Even here it was not a 'fully' sovereign general government until the end of the Civil War and the enacting of the 14th Amendment in 1868 which was validated in 1869 in the case of Texas v.
