On April 27, 1861, the writ of habeas corpus was suspended by President Abraham Lincoln in Maryland and parts of midwestern states, including southern Indiana during the American Civil War. Lincoln did so in response to riots, local militia actions, and the threat that the border slave state of Maryland would secede from the Union, leaving the nation's capital, Washington, D.C., surrounded by hostile territory.|||Obviously the answer is B. Virginia had moved quickly to secede to prevent Lincoln from sending federal troops in and declaring martial law. He knew that Maryland held Southern sympathies and was preparing a legislative vote on secession which prompted him to send military troops in to arrest key legislators and to illegally suspend the writ of habeas corpus( there were still functioning civil courts, he just couldn't dictate how they would rule). Lincoln's preemptive strike against Maryland saved him from being surrounded and being forced to move his government to New York or Pennsylvania.|||definitely B.
